Is iPad still downloading?

my iPad is supposedly updating to 8.1 from iTunes, there is about 1/8 in of black line needed to finish however it has not moved in 2 hours. Is it froze or still working

I guess its frozen since it shouldn't be stuck that long. Maybe you should abort the update, put the device into DFU mode and try again.
