Why isn't there a 'save changes' button on Apple ID support page?

There is no 'save changes' button on apple id support page

I need to change my apple id email because it is no longer in service and i cannot receive a verification email. However all the help pages say there is a save changes button when there no longer is. All it says is send verification email and when i hit that, no matter what email i put in, nothing works. Please help.

Do you do all this stuff on a computer or on your iPad/iPhone?

I changed mine last year. I did it on my iPhone in Safari. Maybe these links will help.
