Which email service are you trying to get access to? Gmail, yahoo, pop3?

Welcome to iMore! You could have a wifi issue. Or cellular if you don't have wifi. Do you have more than one email account? If so, do they all show the pop up. Do you use the stock Mail app? Try Reset Network Settings first.
Settings>General>Reset>Tap Reset Network Settings. You may need to enter your wifi passcode back in afterwards.
