On the iPad, why am I not able to add events to my calendar and I lost all my contacts?

Ipad-I am not able to add events to my calendar and I lost all my contacts

My Ipad does not have the calendar default option in settings under the calendar. The add events + is disabled and does not function. I only have the Default Alert Times the Start Week On options. How can I get that option or is there another way to enable the capability to add events to the calendar?

I also lost all my contact in my IPAD, how can I restore without having to manually add them all back.

I just lost a bunch of contacts. Welcome to iMore! Try going to Settings >iCloud >Toggle on Contacts and Calendars. If they are already on, toggle them off, then back on. If asked "Delete from my phone", do that. They're still in iCloud. When you toggle it back on, your contacts should return.
