On my iCloud settings page there are only two options, My Photo Stream and Photo Sharing

I want to store all my photo's in iCloud because my iphone has no storage space left so I can't do software updates or take any more photo's without deleting first. I have a total iCloud storage of 200 GB with 193 GB available. The steps to solve this problem don't work because I don't have the page you show. The total capacity of my phone is 12.9 GB and I have 50.2 MB available. The version is 7.0.6.

You have to update the latest firmware to use iCloud Photo Library
