Why can't I get my iCloud to function on my iPad?

I cannot get my iCloud to function on my iPad

My iPad (with iCloud app( does not respond/pair with my iMac. Was working; then a two week period of not using the iPad. When re-opening iPad could not get mail or Safari to connect. Cannot get backup for iCloud to operate.
A new HD and passwords were recently installed and entered. The iPad seemed to function as normal. Then stopped (after the two week period mentioned).
