Why am I not able to make phone calls after I backed up my iPhone 5s from iCloud?

I have a new iPhone 5s I have backed it up from iCloud...everything works except I can't make calls.

How do I make or receive calls. When I try it goes to an operator who asks for a credit card or for collect charges.

2. Do you have a wireless plan?

If you have wireless service, you need to get with your wireless carrier to get things straightened out.
