Can I get previously downloaded apps from another device bought before family share was set up?

My son downloaded a app and I set up family share afterwards. I go into his name on my phone and see all his free apps that he's downloaded. The app I'm trying to share says it's shareable in the App Store.... Is there something I'm doing wrong?
