why can't I access my iPad - it is not responding at all

Ipad 16GB is turned on but says "iCloud backup hasn't been accessed in 40 weeks" and although plugged into laptop it doesn't respond

Have you tried plugging it into a regular outlet instead?
Is it connected to WiFi?
Have you tried a hard reset? (Hold the power and home buttons down at the same time until it resets)
