Create Photo Books using Photo

I don't have a MAC. I use a PC. I have an iPhone and an iPad. I loved creating photo books using iPhoto. It was easier and more intuitive that other apps I have tried. Will I be able to create the same kind of photo book on my iPad or iPhone using Photos?
