Since deleting the iPhoto app from my iPhone 5S, iTunes get stuck syncing my photos. Why?

Just read the you shouldn't delete iphoto app from an ios8 device, before migrating photos. I deleted the app on my iphone 5s as it took up so much memory. Deleted apps I didn't use to create enough memory for the ios 8 upgrade. Now my phone will not sycn. It gets stuck on importing photos and reports error message 1723.

Do you have a Mac computer? If so, and if it's running OS X Yosemite, the native "Image Capture" app should automatically start when you connect your iPhone to your computer. You can use it to transfer photos from your iPhone 5S to your computer.
