Can I transfer photos from Aperture to Photos for Mac?

can I transfer photos from Aperture to Photos for Mac

I have aperture 2.4.1 and am now unable to access the photos in the Aperture library to import to iPhoto. Will next new Photos for Mac next year (2015) allow me to transfer the photos locked in Aperture to the new program without buying a new edition of Aperture?
