The motions in the iPhone's weather app have froze. Is there a way to fix this? I have the 5s on iOS 8.0

Try updating to the newest version & see if that helps.

Do you have "Reduce Motion" toggled off? It should be off for the motion. Settings >General >Accessibility >Reduce Motion >Toggle off.
