Why can't i download apps from other sources apart from iTunes?

why cant you download appsfrom other sources apart from itunes?

looks like one must download stuffs from iTunes always why?
what if someone has no wifi connection or cannot afford a long lasting data plan.

iTunes has many great apps. Many great ones are free. But unless you can afford to use a lot of data, you do need wifi. That's just how it is with any smartphone.
