Why can't I reply with quick message?

I cannot reply with quick message.

I pull down, it shows the keyboard. But I am not allowed to input anything. (No reaction to touching any keys)

It's unresponsive? Does this happen wherever you are? Try a hard reset. Hold the top power/sleep button and the home button at the same time until the Apple logo appears, then release.
