Why isn't my phone showing the text messaging forwarding option on my iPhone 5s?

Help with Text messaging forwarding on iphone 5s

I have iMessage activated on my iphone and ipad with the same email address, but it is not showing the Text Message Forwarding option in the message settings, software on both devises is up to date, iOS 8.1.1 on both devises
