Why isn't my wife able to see my location with family sharing?

Trouble with family sharing:

I am set up as family administrator. My wife and I both have the Find My iPhone app, both have them activated, both say we can share location. each have our own Apple ID. Under my family preferences, I have checked to allow my wife to see my location. When I sign in I can see her phone and mine. When she signs in, she can only see her own.
