i just jailbroe my iphone 5s with cdia ios 8.1 . and dexcided i no longer wanted it. so i reset the whole phone to erase all content. it is now stuck on the restore screen with a loading bar under but will not load. is not showing up in itunes to restore

Try a hard reboot of the phone. Power + home button being held together until the Apple logo appears. If it doesn't reset:

You have to put the phone in DFU mode to restore it on iTunes. "Erase all content and settings" isn't a workable option for jailbroken phones.
