Why doesn't the iPhone and iPad have app access to iCloud?

iPhone and iPad app access to iCloud

it doesn't make any sense to me why Apple did not include this we still have to use dropbox for now does anybody of green with Apple not doing it I'd love to hear from you

With iOS8 and Yosemite you have the new iCloud Drive. You can use that to access files and data across all your devices.
