Why won't my iPhone send a picture?

It wont send a picture . It loads 90 % then say failed

Sometimes a large size (resolution) photo will have problems sending. Smaller resolution size photos send better. That said, try this:
1. Toggle off iMessage and FaceTime.
2. Reset Network Settings. Go to Settings >General >Reset >Reset Network Settings. Tap that. Your phone will reboot and you will have to enter your wifi passcode back in.
3. Toggle iMessage and FaceTime back on.

One tip for large photos, is to send the photo by itself without any text. This works for me many times.
