Is ApplPay automatically available on ALL Iphones (4S 5 and 6) with iso8.1?

I have an Iphone 6, using IOS 8.1 and I don't have the "+" above the Passbook ap.
Is ApplePay available all over the world? I'm in Canada. I'm not talking about my card not being able to be installed I mean there is no ApplePay available. Should there be? Never seen this possibility mentioned.

I'm not sure if it's available internationally. It certainly isn't available for anything other than the 6, 6+, or watch(that doesn't exist yet). So no, it's not automatically available for the 4s and 5.

In my Passbook, there are two options: search for apps or add credit cards.
