Apple added the Activation Lock to iOS 7 to combat the rampant unauthorized reselling of lost/stolen devices. There is no way around this lockout…

You need to log into the account. Contact Apple with whatever documentation you have, but I’m not liking your chances. Odd are, Apple will not assist beyond helping you recover the lost credentials. I’ve never heard of or seen a time when they were willing to bypass the activation lock.

Security questions are usually easy to remember the answers to. They're like, "What's your dogs name?". And how many email addresses does she have?
