my iPhone 4s will not work on bluetooth even though it is turned on, what can I do??

Other than turning 'BLUETOOTH" on, I did not know what next to do. I do not have a sim card installed....could that be the problem??

Just because bluetooth is enabled, it will not work unless you pair your device with the device you're trying to communicate via Bluetooth with. Have you pair your iPhone 4S? If not, do so.
