How do I turn off location services if in the settings it is always blanked out?

On iPhone 6, getting messages that location services always on for many apps. Tried to turn them off at settings/privacy/location but it is always blanked out. A hardware reboot didn't change anything.

Check Restrictions to make sure you can disable or enable Location services.
