Recovering locked photos on 4S that won't turn on?

Is there any way at all to recover pictures that were in a picture locker app on a 4S that won't turn on due to water damage?

Welcome to iMore! Did you have them backed up to iCloud or iTunes? I don't know of any other way. Next time back up your photos to iCloud and upload them to Box or Dropbox.
