First of all, please do not post personal information here in the forums. It is for your own protection. Now, in regard to your first question, contact your wireless carrier and have them change the numbers for you. In regard to your iCloud question, you can either purchase more iCloud storage space or go to Settings - General - Usage - iCloud - Manage Storage and make the necessary changes. If you have a lot of photos, either move them to a computer or delete them.
