Why am I able to make calls w/my iPad Mini, but not receive calls?

I tried every possible way like Turning the iPhone Cellular Calls option Off and then back On again.
Rebooting the device,etc.
But still doesn't work.

its not even ringing? you can try resetting your settings- this will bring all settings i.e. wallpaper ringtones wifi passwords to factory settings if that doesn't work you can try a restore-

I am able to make call but can't receive call.

Try resetting your settings
