iPhone 5s 16GB won't go on whilst charging

This is my first charge after getting my new iphone 5s yesterday. I want to carry on adding contacts while it is charging but it won't go on

Have you tried unplugging it and then plugging in again?

Try doing a hard reset by holding the power button and home button down at the same time for 8 to ten seconds until you see the Apple logo appear.
