So I am trying to figure out which "folder" is the common one between devices. I have enabled Library on both phone and iPad and the only folder that shares pics is "Activity" but edits are not being shared. Can anyone expand my limited knowledge?

"My Photo Stream" is the common shares photos folder between all you devices. Check to make sure that is enabled under Settings > Photo & Camera.

Library is for backing up photos.

I don't use My Photo Stream to upload all my photos between devices, but I did create a Photo Stream to add photos for the family to view on a website. It's easier than creating an entire website just for photos.

That indicates that Photo Stream is not turned on. Go into Settings > Photo & Camera and toggle ON

In the photo, mine is off because I don't use it.

Scratch that. When j toggle on iCloud Beta, my Photo Stream album disappears. So I assume you can view these photos through the website.

When Library Beta is off, Photo Stream is back within Albums.
