Why don't I have wifi input on the 4s?

No wi fi input on phone pad on 4s

I can hear the input on pad ,but on the phone key to connect,it changes color when depressed.i can receive calls and talk.but no out going signal.

I'm going to go out on a limb and *assume* you're trying to make a phone call over Wi-Fi. Is that a safe assumption?
