Why doesn't Passbook show the plus for me to add a card?

I opened passbook so I could activate Apple Pay but I don't get the plus icon to add anything I only get scan code and find apps for passbook.

Do you see "Done" in the upper right corner? If so, tap on it. It should return you to your other passbook data s well as display the "+" symbol in the upper right corner.
