Are there any user level controls in iOS using SettingsGeneralRestrictions?

User level control in IOS using Settings>General>Restrictions...

My daughter confiscates the iPads (3rd gen) and iPhones (5S and 6) belonging to my grandsons for various behavioral infractions. She has control over purchases and content on these devices via extant settings. This system seems to be working fine except that during these device time-outs, I am incapable of communicating with them. What I would like to know is whether it is possible to control apps at the level of IDs or email addresses. If it was possible for my daughter to allow these devices to communicate with designated users (me, for instance) for designated apps (mail, messages, FaceTime) while restricting all other users and apps that would allow my daughter to impose a sanction without also punishing me. All of us are on Yosemite and IOS 8.X).
