my phone has white screen with black apple it will not turn off. What do I do now

I was downloading a program - I rec a e-mail told me to go to settings and click on general which I did. Then said download. came back up with the white screen and black apple. Cant budge it

Try rebooting the device. Hold down the power button and home button together until you see the apple logo then release.
