Why does my Iphone 5 say I have MBs used when my photos are deleted?

When I look into manage storage, My photostream says I have 383MBs of data used when I completely deleted all my photos and cut them into a folder on my laptop

Are you deleting the photos from your camera roll or from the PhotoStream folder? If the former, then they are not removed from your Photostream.

I removed from both and deleted the duplicates from the folder on my laptop. So now that I have the IOS 8, there is no photostream on my phone. I'm not a pro at this as you can tell but do you have any suggestions?
