i plug my IPad mini in and it shows 99% charged, but won't stay charged

If you've done a hard reset (holding home and power button together) and are using an Apple cable, and are still seeing this issue, it's possibly a malfunctioning app or a battery problem.
Check in usage to see what is draining your battery the most.
If everything seems correct there, I would bring it in to the Apple Store.
