Is it possible to use one iPhone as a remote for another iPhone

I have an older iPhone connected in a dock to my home surround system and it would be handy to use my new iPhone as a remote control for the older iPhone.
I know there are remote apps for iTunes music but I would like to control other apps on the older device. Something like Teamviewer but then from iOS to iOS.

I've not seen any apps that will do what you specify but with the new iOS 8 hotspot feature you can share your connection to your other device

I haven't seen an app like that but I definitely see how useful it could be to have
