How can I get Continuity or the instant hotspot feature to work in iOS 8?

I looked through some of the threads but couldn't find anything. Forgive me if it's here somewhere. I have an iphone6 and iPad mini. I can't seem to get continuity or instant hotspot to work. I have hand off enabled on both devices. They are using the same iCloud account. Of course they are both on ios8. Not sure what else to check. My iPad does ring when I get a phone call but I really want to get instant hotspot to work. I don't see my phone when I look at the wifi settings. Thanks in advance for the help.

I logged out of iCloud and back in again on my iPad and then continuity started working but I'm still not able to get instant hotspot to work. Anyone with AT&T that doesn't have personal hotspot service able to get instant hotspot to work? I thought the instant hotspot was a way around giving AT&T extra money for a personal hotspot is that not true? Thanks for any help
