Is there a continuous visual alert notification on the iPhone?

actually two questions, Is there a setting or app that will let me know continuously (like a blinking light) if I have a message, text, voice mail when the phone is in standby. second question, when the phone is in standby I can't access the notification screen by swiping down from the top of the phone.

2. Yes, when the alert first comes in. Afterwards, you're going to have to wake the screen.
