Why do I have duplicate photos in iPhoto?

Hello, I use a MBPro with mavericks, iPhone 5s and iPad - all with latest updates. I take 90% of photo with iPhone. I use iCloud and photo roll to share photos. I do sync phone as well occasionally. I now have duplicates of a lot photos. This makes pruning down photos difficult after the fact- one can't be deleted.
Question 1- how do I get rid of em? Deleting out of iCloud is laborious- 1 by one...is there a program to do this en mass?
Question 2 how do I prevent? I'm afraid I will have to turn off iCloud sync allthough it is handy sometimes...it has made photo work flow difficult and confusing. But also if I turn off iCloud photo roll will I lose photos? anyone dealt with this?

If you have photostream enabled, the photos that are being sync between device are being displayed, but it doesn't necessarily mean you have duplicates on the device itself.
