How can I make FaceTime work on iOS 6.1.3?

Yes,I wasted my life trying to download iOS 7,but don't work because I can't get faster internet,and the Wifi is 10x slow.
I am trying to facetime,but don't work.I want to know how to fix it.

Can you give us whatever error you're receiving? There's a lot of reasons it could potentially not be working

You may have answered your own question. Maybe your cellular and/or wifi signal isn't strong enough. Does it work where signal strength is good?
