How do I retrieve the above icons please on an iphone 4s

Reset your device via iTunes, but be sure to make a backup of your current setup first.

You try a hard reset? Or Reset All Settings? Try those first. Hard reset: hold the top power button and the home button at the same time until the Apple logo appears, then release.
Or go to settings>General> Reset>Reset All Settings.
Make sure those 2 apps are not hid away in a folder.
