Can't connect to App Store on iPad

I can't connect to App store or iCloud on iPad. This is causing big but intermittent issues with Safari connectivity. I disconnected everything associated wth iCloud and this helped Safari, but I still cannot connect to App Store. Should I delete my iCloud account? I don't need it, except for Find My iPhone/iPad. I would like to download a different browser, but every time I try, it takes me to App Store which will not connect. All else, other than the two, is fine.

What do you mean by "connect to iCloud"? Did you set up an iCloud account on your iPad? Did you set up a iTunes Apple ID in iTunes? Deleting iCloud will not help you "connect" to the App Store. If you have set up an iTunes account, then you should be able to use the App Store. What, exactly have you done so far? Do you have another device such as an iPhone? Give us more info on what all you have done.
