My iPhone 5c charges at around 1% per minute when not in use, is this normal?

It charges or discharges? Either way, try powering the phone off and on. Sometimes the battery needs a break. If that doesn't work I would reset the phone. Do you clear your multitask page? Try that as well.

I've tried powering off then back on again but still the same problem. And yes I clear the multitask page

Are you using the OEM cable I have an aftermarket cable that charges that slow

Hi Natt, do you plug your phone directly into the wall or into a surge protector? Have you tried different outlets? Also, do you ever let the battery calibrate by letting it die, then fully charging while it's off?

I hope you can figure out what's going on. ^_^
