Restore app settings from iPad mini to iPad 2

I'm trying to sync my new iPad mini to everything on my iPad 2. It did sync a lot of things, but I find that my games, like Sims Freeplay and Candy Crush, for example, are not on the same levels. Is there a way to do this?

If those things aren't saved in Game Center then it sounds like you didn't do a backup of the iPad Mini and restore that backup on your iPad 2. Don't just sync your apps. Backup and restore either with icloud or on itunes.
