Ipad touch screen not working

We replaced the screen, and now the touch screen is not working.
We closed it down and restarted it, and this does not help.

What needs to be done?

No matter if out of warranty I think I would elect to take it to your local Apple Store with a genius Bar Appt and allow them to repair correctly.
