Change of country location iPad

I have iPad bought in Australia, am now in Spain and trying to change account name and details, but payment card not accepted , help please

You may have to change the region you are in or notify your CC company you are in a different country.

Click on the app store icon and scroll to the bottom where you see your Apple ID. Click on that and it will ask you to sign in...once you're signed in, you'll see a prompt to change Country/Region.
