Icloud login difficulty

I have an Apple ID and password that works, but I cannot access iCloud.
The Login page appears to ask for my Apple ID which, when submitted, results in the response (paraphrasing) 'this is a valid Apple code, but does not provide access to iCloud.
What do I need to do?
