Incomplete Update

After doing my latest IOS 7 update, my phone rebooted and now i have a locked screen with the ITunes emblem on it. I cant access anything. Please help!!

So hook it up to computer with iTunes running... the one you sync to... and it should see it as a device in restore mode and let iTunes do its thing.

Do what it says. Connect the device to your computer and initiate the computer's iTunes app. It ill probably tell you that iTunes has detected that your device is in recovery and suggest that you select to restore it. Go ahead and select to restore it. Yes, you will lose everything so hopefully, you made a backup prior to updating the OS.
