Go to https://appleid.apple.com/cgi-bin/WebObjects/MyAppleId.woa/ and make sure that your Apple ID is verified.

This is a know issue with iPhones on wind in Canada and there is no fix so far but you can use your Apple ID for iMessage & FaceTime.
