can not disable iphone 4s passcode lock screen

when I go into passcode lock the turn passcode off button will not activate

When you enter the Passcode section of settings, and you select to either turn it off or on, what exactly does the iPhone do? It should prompt you for the password to the device either way...are you entering the password properly?
